What is the High Potential Individual visa and who is it for?
The High Potential Individual visa is an unsponsored UK work route for people who have recently been awarded a degree-level qualification by an eligible overseas university. The route does not require a UK job offer, Certificate of Sponsorship or employer sponsor licence. This makes it useful for graduates who want to come to the UK first and then explore employment, business, self-employment or career opportunities.
The route is not designed for UK university graduates. If your qualification was awarded by a UK institution, you may need to consider another route, such as the Graduate visa, Skilled Worker visa, Global Talent visa, Innovator Founder route or a family/private life route depending on your circumstances.
The key issue is not simply whether your university is well known. Your university must appear on the correct Global Universities List for the year in which your qualification was awarded, and Ecctis must verify that your qualification meets the required UK degree-level standard.

Eligibility
Can I apply for a High Potential Individual visa?
You may be able to apply if you have been awarded an overseas degree-level qualification by an eligible university within the five years immediately before your application. The qualification must be equivalent to at least a UK bachelor’s degree, UK postgraduate degree or UK PhD/doctoral qualification.
You must also meet the English language requirement, financial requirement, validity requirements and suitability requirements. You can only apply for the HPI route once, and you cannot apply if you have already been granted a Graduate visa or previously entered the UK under the Doctorate Extension Scheme.
The HPI visa is often attractive because it gives flexibility, but eligibility is narrow. A strong application starts with checking the correct university list, award date and Ecctis evidence before spending money on the online application.
Qualification awarded in the last 5 yearsThe relevant date is the date of award confirmed through the qualification assessment, not simply the course end date or graduation ceremony date.
Eligible non-UK universityUK universities do not qualify for HPI. The institution must be on the relevant Global Universities List for your award year.
Degree-level standardEcctis must confirm the qualification is equivalent to at least a UK bachelor’s degree or postgraduate degree.
Other route requirementsEnglish language, maintenance funds, immigration history, switching eligibility and any dependant evidence must also be checked.

How do I know if my university qualifies for the HPI visa?
The Home Office publishes the Global Universities List each year. The list is based on non-UK universities appearing in the top 100 of at least two recognised global ranking systems, subject to any Home Office exclusions. The relevant list is the one covering the date your degree was awarded, not the date you apply.
From 4 November 2025, the route was expanded so that the list of eligible institutions is broader than before, but the route is also capped. This makes the HPI route more accessible for some graduates, while also making timing and list checking more important.
If your institution appears on the list for one year but not another, your award date can decide whether you qualify. This is why we recommend checking the university list, award month/year and Ecctis position before starting the application.

Core evidence
What Ecctis, English language and financial evidence do I need?
Most applicants must obtain an Ecctis assessment before applying. Ecctis checks the qualification and confirms whether it meets the required UK academic level. Ecctis does not decide whether your university appears on the Global Universities List, so both checks are needed.
Unless exempt, you must prove English language ability to the required level. For new initial applications, the requirement is now B2 under the Common European Framework of Reference for Languages across reading, writing, speaking and listening. Some applicants can rely on nationality, a qualifying English-taught degree, a UK qualification or a Secure English Language Test, depending on the facts.
You must usually show at least £1,270 in available funds unless you have been in the UK with valid permission for at least 12 months. The money usually needs to have been held for 28 consecutive days, with day 28 falling within 31 days of the application date.

What documents are needed for a High Potential Individual visa?
The documents needed for an HPI visa depend on your qualification, nationality, language evidence, immigration history, funds, family members and whether you are applying from overseas or switching from inside the UK. A general checklist is useful, but it should not be treated as a complete legal checklist for every applicant.
The strongest applications are prepared around the points that UKVI must verify: identity, eligible university, award date, degree level, English language, financial evidence, switching eligibility, dependant relationship and any additional requirements such as TB testing or certified translations.

How much does a High Potential Individual visa cost?
Applicants should budget for the Home Office application fee, Immigration Health Surcharge, Ecctis assessment, maintenance funds and any third-party costs such as English testing, TB testing, translations, biometrics appointment services or courier fees. Professional fees for immigration advice or representation are separate from Home Office and third-party charges.
The main applicant, partner and children usually each pay the application fee and Immigration Health Surcharge. The exact total depends on visa length, family size and personal circumstances.

Apply or switch
Should I apply from outside the UK or switch inside the UK?
You can apply for an HPI visa from outside the UK or, in some cases, switch from inside the UK. You must apply within five years of being awarded your eligible qualification. If you are applying from overseas, the earliest you can normally apply is three months before you travel to the UK.
If you are already in the UK, switching depends on your current visa category. You cannot switch from certain categories such as Visitor, Short-term Student, Parent of a Child Student, Seasonal Worker, Domestic Worker in a Private Household, immigration bail, permission outside the Immigration Rules, or Graduate visa. Student visa holders must usually have completed the sponsored course, or have been studying full-time for a PhD for at least 24 months.
Applying from overseasYou apply online, prove identity, upload/provide documents and usually receive a decision within around 3 weeks after completing the required steps.
Switching in the UKYou must apply before your current permission expires and should not travel outside the Common Travel Area while the application is pending.
Student visa applicantsCheck course completion or PhD study duration before relying on the switching route.
Graduate visa holdersYou cannot switch into HPI from Graduate permission and may need a different long-term route strategy.
Family members
Can my partner and children apply with me?
A partner and dependent children may be able to apply to join or remain with a High Potential Individual visa holder. Their permission will usually end on the same date as the main applicant’s permission. If parents have different visa expiry dates, a child’s visa will usually end on the earlier date.
Family evidence should be checked carefully. Partners may need marriage, civil partnership, cohabitation or relationship evidence. Children may need birth certificates, evidence of address, dependency evidence and proof that they are not living an independent life. Dependants also need to meet financial requirements unless an exemption applies.
Partner applicationsMarried, civil partner or unmarried partner applications need suitable relationship evidence.
Child dependantsChildren under 18 may apply, and children over 18 may qualify in limited circumstances if already dependants.

Extension
Can I extend a High Potential Individual visa?
No. A High Potential Individual visa cannot be extended. This is one of the most important planning points for HPI applicants. The route gives flexibility for two or three years, but anyone who wants to stay longer must usually switch into a different immigration route before their HPI permission expires.
Common next-step routes may include Skilled Worker, Global Talent, Innovator Founder, Start-up legacy planning where relevant, family routes, partner routes or other work and business routes depending on your circumstances. The correct strategy should be considered early, especially if you need employer sponsorship or evidence of UK work, earnings, business activity or relationship history for your next application.

Settlement planning
Does the HPI visa lead to ILR or settlement in the UK?
The High Potential Individual visa does not lead directly to indefinite leave to remain. Time spent on the HPI route does not count as qualifying residence for settlement under most work routes. However, the route can still be valuable as a bridge into the UK labour market if you later switch into a route that does lead to settlement.
If settlement is your long-term goal, you should treat the HPI visa as a short-term opportunity and plan early. For example, if you want to switch to Skilled Worker, you need a qualifying sponsored role from a licensed employer. If Global Talent may be suitable, you need to develop a strong evidence profile. If a family route may apply, you need to plan relationship and financial evidence.

What can and cannot I do on an HPI visa?
An HPI visa gives broad work flexibility. You can work in most jobs, look for work, be self-employed, do voluntary work, travel overseas and return to the UK while your visa is valid, and live with eligible dependants if they qualify.
You cannot access most public funds, work as a professional sportsperson, extend the HPI visa or apply to settle permanently in the UK on this route. Study is limited: you can only study on an HPI visa if the course is not eligible for a Student visa, and ATAS may be required for certain sensitive subjects.
